That being said, the 10 HD bandit captain is a CR 2 encounter so it wouldn't be a surprise to see them up against a lower level party. For example, a bandit captain has 10 HD has gets two on-hand and one off-hand attacks per round. If they have multiple attacks, it's because they are high enough level to have them.
